It is definitely homophobic if you’re not Muslim to be saying that, since you don’t know about the religion and it’s not in your place to judge what is and isn’t Haraam. I assume that you meant for Muslims to say that is homophobic though? Because that’s a bit more tricky. It is a homophobic act, yes. Whether or not it’s an excuse to be homophobic is more of a case-by-case thing, though. It definitely can be, but in other cases it can just be someone following their religion, even if they’re under the wrong impression about what their religion says.
Islam is not a hateful religion, and each person’s sin is between them and Allah (swt). But queer Muslims are not Haraam, and that’s an important thing to note. I would go into it, but luckily other people already have!
